Dr Andi Hoxhaj OBE is a Lecturer in Law and the Director of the European Law LLM pathway programme at King’s College London.
He holds a Doctor of Philosophy in Laws (PhD) degree, and Master in International Corporate Governance and Financial Regulation (LLM) from the University of Warwick, and a Bachelor of Law degree (LLB) from London Metropolitan University.
Before joining King’s College London, Dr Hoxhaj was a Lecturer in Law at University College London and a Fellow in Law at the University of Warwick, where he was also a recipient of “The Warwick Award for Teaching Excellence 2021”.
He was awarded “The British Academy Rising Star Award” in 2018, and his research insights are often quoted in the international media. He has also given evidence in the UK Parliament on its inquiry into “The UK and the future of the Western Balkans” in 2018, “Asylum and Migration: Albania” in 2022, and “The UK’s strategy for the Western Balkans: spotlight in violence and instability in Kosovo and Serbia” in 2024.
Dr Hoxhaj was appointed an Officer of the Most Excellent Order of the British Empire (OBE) in The King's New Year Honours List 2024 for his services to UK-Albanian relations. His research and expertise contributed to shaping parts of “The UK-Albania Joint Communique: Enhancing Bilateral Cooperation in Areas of Common Interest,” which was signed by the UK and Albanian Prime Ministers in December 2022.
Dr Hoxhaj is an Associate Fellow at the Royal United Services Institute for Defence and Security Studies. He consulted various Non-Governmental Organisations, including the Freedom House and Global Initiative Against Transnational Organized Crime in the areas of EU law, the EU's Neighbourhood and Enlargement policies, Corruption, the Rule of Law, and the Western Balkans.
Dr Hoxhaj's research interests include corruption, migration, the rule of law, the Western Balkans, and he has published several peer-reviewed articles on these topics. He is also the author of “The EU Anti-Corruption Policy: A Reflexive Governance Approach (Routledge, 2020)”.
The UCL Public Policy and Arts and Humanities Research Council awarded Dr. Hoxhaj £65,000 in 2023 to conduct a research project entitled “Albanian Migrants in the UK” to map out migration flows from Albania to the UK, with a particular focus on crossing the English Channel in a small boat across. His research was widely referred to in the UK Parliament inquiry report into “Asylum and Migration: Albania,” published in 2023, and “The UK’s Strategy for the Western Balkans: Spotlight on Violence and Instability in Kosovo and Serbia” in 2024, and referred to and cited by the majority of the British media, including the BBC and the Economist.
