Research interests

My area of research is administrative law and justice, i.e. how administrative power is structured, how administrative decisions are made, and the processes through which individuals and groups challenge administrative acts (e.g. internal review systems, tribunals, judicial review). Beyond its obvious links to administrative law, my interest in administrative justice intersects with many other related fields, including comparative public law, constitutional law, constitutional theory, legal theory, political theory, human rights, social security law, immigration law, and access to justice.

The administrative justice system is vast. I have, in recent years, decided to focus my attention on particular areas. I have developed five main focus areas: administrative justice at a macro/theoretical level; technology and administrative justice; evidence and administrative justice; Brexit and administrative justice; and immigration and administrative justice. 

Biographical details

I am Lecturer in Public Law at King’s College London. I was previously Lecturer in Public Law at the University of Sheffield and have held visiting posts at Melbourne Law School and Osgoode Hall Law School. I am an editor of the Admin Law Blog.

Based on my research expertise, I am actively engaged in the development of administrative justice policy and practice. I am Research Director of the Public Law Project, a national legal charity. My research has served as the basis for a Law Commission reform project and has also been used in strategic litigation. I sit on the Administrative Justice Council’s Academic Panel and also hold an ESRC Parliamentary Academic Fellowship.
