Napoleon is Fellow at the Centre of European Law, King’s College London, where he is completing his doctoral thesis. His research interests lie broadly in the field of EU constitutional and administrative law. He has written on various issues related to the law and governance of the Economic and Monetary Union exploring aspects of judicial protection and institutional balance. His doctoral thesis conceptualises the notion of legal effects of Union acts and uses the conduct of the ECB in the fields of monetary policy and prudential supervision as paradigmatic case studies. Previously, he has worked on the impact of digital technology on data protection, fundamental rights and the rule of law. His research interests also include the legal and ethical implications of the use of Artificial Technology in driverless vehicles and judicial decision-making.
Napoleon is regularly invited to contribute to edited volumes and special issues in the fields of his expertise. He is currently working on two research projects. The first examines the legal effects of ECB acts in the fields of monetary policy and the Single Supervisory Mechanism. This research draws on a project awarded by the European Central Bank as part of the 2017 ECB Legal Research Programme. The second, analyses the impact of EU soft law on national jurisdictions, with specific focus on EU financial regulation and competition law. This research is conducted under the Academic Network of Soft Law Research (SoLaR), funded by the European Commission.
Napoleon studied law at University College London. Prior to that, he completed undergraduate and Masters studies in Political Science (National and European Governance) at Panteion University of Social and Political Sciences in Athens, both with distinction. Napoleon has practiced law at one of the largest law firms in Cyprus and previously acquired work experience at the European Commission and several law firms in Brussels and Athens.
