Research interests

Prof Stefan focuses on European Union Law, in particular competition and state aid, constitutional and administrative law. 

Her work combines socio-legal and doctrinal analysis, quantitative and qualitative methods, while exploring the limits of the rule of law, and questions related to new modes of governance and judicial politics. 

Prof Stefan is an expert on EU soft law, having co-led the Jean Monnet European Network on Soft Law Research, and having published extensively on the topic including two monographs (Soft Law in Court, Kluwer 2013; EU Soft Law in the Member States, Hart 2021). Dr Stefan’s research impact on EU policy making was recognized as having international significance by UK’s research funding bodies.

Biographical details

Prof Dr Oana Stefan is Chair of European Law at The Dickson Poon School of Law, which she joined in 2013. Previously, she was an Assistant Professor within the legal department of HEC Paris (a leading business school), after having taught European Union law at the College of Europe and University College Dublin.  Dr Stefan acted as advisor for European integration for the Romanian Ministry of Justice, and has held visiting positions in ESSEC Business School (Paris), Bocconi (Milan), HEC Paris, West University (Timisoara), Nanterre (Paris). In 2022 she held the Vincent Wright Chair in Sciences Po Paris. 

She holds a PhD in European Law from University College Dublin, a Master in European Legal Studies from the College of Europe and undergraduate law degrees from University of Bucharest and the Sorbonne.
