Abstract

The Trump presidency appeared to offer a way out of the cycle of renewal and decline in which the US-Russia relationship has been trapped since the 1990s. However, underlying differences of national interest and structural problems continue to damage the relationship. The effects of Trump’s personality and approach to government, Republican opposition, and the scandal over his team’s contacts with Moscow are likely to prevent the normalisation of relations with Russia
