Abstract
The paper introduces the development of the new strategic foresight analysis system of the Hungarian Ministry of Defence and also presents how the PMESII and PESTEM analytical frameworks are applied in this framework. The study delineates the reasons and the process of the development of the new strategic foresight analysis system. It highlights the lessons learned of the earlier systems and shows the new requirements set by the Governmental Strategic Guidance System. Thereafter, the paper introduces the PESTEM analytical tool developed by the Defence Planning Department of the Hungarian MoD and the PMESII analytical system of NATO in order to compare them. Finally, the study presents how the two analytical frameworks are used by the Hungarian analyst community in the process of strategic foresight.
