Analyzing Transnational and Strategic Corruption and Kleptocracy in the Middle East and North Africa

Abstract

In the Middle East and North Africa (MENA), transnational and strategic corruption is rife and deeply engrained in the region’s political economy, posing significant challenges to and having a profoundly negative impact on governance, development, and human rights. This report provides an assessment of the region, the intensity and manifestation of transnational and strategic corruption that diverge significantly due to MENA’s heterogeneity in terms of countries’ political economies and their exposure to violent conflict, especially since the Arab uprisings in 2011. Such variations should be fully taken into account to arrive at an assessment of the transnational dimensions of corruption, an analysis of its underlying causes and consequences, and the identification of obstacles and opportunities for USAID to contribute to addressing corruption in the region.
