Abstract
This case investigates the role of the Queensland Reconstruction Authority (QRA) in improving resilience of the road network in Queensland, Australia, following floods in 2010-11. Over ten years the QRA’s remit expanded from oversight of asset repair to include longer-term hazard exposure concerns and community-oriented initiatives. Capabilities (developed in response to a crisis) have been maintained through the QRA transitioning from a temporary to a permanent entity.
