It finds that the contemporary cultural policy is taking an unprecedentedly transnational and consumerist turn. This accompanies the redefining of Korean culture as universal {\textquoteleft}{\textquoteleft}K-culture” and the rise of new public-private interface where an array of Korean Wave projects are planned and carried out, feeding multifaceted governmental and commercial aspirations. The policy goes beyond domestic cultural policy in the sense that it finds overseas fandom as a new parameter to value the country{\textquoteright}s cultural industries. ",
