Abstract

The book criticises the prevalent view according to which a European public sphere does not exist because of a lack of Pan-European media. It argues that even nationally-oriented media organisations can fulfil one of the key functions of a public sphere: to hold decision-makers to account for their actions. The empirical part focuses on enforcement of accountability during the Santer-Commission (1995-1999). The key finding is that transnational media scrutiny improved substantially, culminating in the role of investigative journalists in enforcing the resignation of the Commission in March 1999. The Brussels press corps became more critical in attitude and transnational in working methods. This development can be traced back to changes in the composition of the press corps as a result of the gradual commercialisation of EU starting in the early 1990s. The study considers the profound implications of the findings for effective democratic scrutiny and governance more broadly.
