International Fintech Centres (IFCs): Competitive Advantages, Commercial Implications, and The Regulatory Framework

Abstract

This original research paper conceptualises the term ‘International Fintech Centre’ (IFC), which refers to a collection of global cities hosting most fintech companies and financial innovations. IFCs represent the most dynamic elements of modern capitalism and are expected to become as important as today’s premier financial centres, such as New York, London, and Hong Kong, fostering future economic growth, innovation, and entrepreneurship. This paper introduces the major fintech centres in Asia, Europe, and the US, highlighting their respective competitive advantages in talent, capital, education, and legal environment. Additionally, the paper proposes a regulatory framework for the sound and effective governance of IFCs, encompassing four pillars of fintech regulation: regulatory sandbox, regulatory technology, consumer protection, and financial stability safeguard.
