Abstract
Global e-commerce includes a large number of business-to-business (B2B)
websites. These sites are ideal for facilitating illicit nuclear-related trade due to the broad availability of materials, the anonymity provided through the Internet and the large quantities that are available through direct business trade. We provide a general methodology for identifying B2B sites of relevance to safeguards and categorizing their relevance. Using this method, goods for use from all areas of the nuclear fuel cycle have been found to be available for sale or requested by tender and over fifty one hundred B2B sites have been identified and categorized.
