Abstract
In the introductory chapters of this text, several questions were raised concerning the nature of leadership in public organizations. In this chapter, we address two of these questions in particular. The first is summarized into one question by Denis et al. (2005: 450) as the central dilemma of public sector leadership: ‘Can leaders intervene proactively or not in public organizations?' Our second focus relates to the important question of whether leadership patterns in the public sector are individualized or involve a small team or are dispersed in nature?.
