Abstract

As the Non-Proliferation Treaty review conference draws closer, how the nuclear community handles South Korea's desire for reprocessing could become the definitive case study. America's civil nuclear arrangement with the UAE has been mooted as the way forward, but many NPT signatories feel that a double standard is at work.
