In this issue of Briefs | Analyses, law professor Eva Pils uncovers how the Chinese authorities have turned away not from laws and legal institutions but from liberal conceptions of law. She analyses how, under Xi Jinping, the Party has propagated the idea of "combining legal governance with moral governance," thus attempting to normalise alternatives to law as legitimate bases of power (the social credit system and re-education camps arose from this ruling ‘by virtue’).
