Abstract
The chapter’s ultimate objective is to develop a framework to identify areas
in which innovation is essential so as to link missions to policy goals and strategic
objectives. Thus, the chapter does not dismiss the importance of technology;
rather, it seeks to functionally correlate it to missions. It does so by first asking
how to categorize different types of navies, suggesting a geocentric, three-level
categorization: global, regional, and local. Secondly the chapter tests the range
of warfare and security missions against these categories and suggests that the
geographical reach of different capabilities should be related to intended maritime
“effects.” Geography relates to national strategy (where a country intends to
generate effects), whereas the “warfare-security continuum” defines the boundaries
and possibilities of policy action (how a country intends to produce effects).
