Abstract
This is a submission from the International Centre for Security Analysis
(ICSA), King’s College London. ICSA is a multi-disciplinary research centre
specialising in international security issues. The Inquiry on Cyber Security
calls for evidence relating to, inter alia, the ‘development of offensive cyber
capabilities and the norms governing their use’. In light of these terms of
reference, this submission highlights the important role for Parliament to
play in oversight of offensive cyber operations (OCOs), and makes a series of
recommendations for improving the effectiveness of parliamentary oversight
of OCOs.
